I received a Toshiba DVD recorder for Christmas and it says an external tuner is required to tape TV shows, etc. I do not have a cable box or satellite box so I can not use the DVD record function. Is there anything I can buy to make this recorder work?

Yes there are external tuners which you can buy. They are usually about 50 to 100 bucks.
Keep in mind you can not record HD onto a DVD though. Regular DVD can not support that bandwidth.
Look here at these. The one on the bottom is digital. You are going to need that in a couple years anyway.

I know that some TV's offer multiple tuners for watching multiple video inputs. My Element 720p HDTV doesn't have picture in picture but I was wandering if I could buy external hardware so I can split the screen so I can watch tv, movies, and or plays games at once.

You don't need a 2d tuner to do PIP, but the TV itself needs to support it. You can have PIP between a tuner and an a/v input.
So, if your TV does not support, there is nothing you can do.

I have an external TV Tuner card and an IBM R61 laptop. I wish to connect both of them so that I can view Tv on my laptop. But how do I go about it? With the Desktop, I had to connect the Monitor signal cable to the tuner card but what to do with the laptop?
Note: there's a round port in my laptop which I gues is an S-Video port.
Please help!!!

With your TV tuner card u must got USB cable to connect tuner card and PC (Desktop or Laptop). Connect both with use of cable after installing software provided with TUV tuner card

If it is, then you're probably stuck with 640x480 resolution. There's also no mention of it being able to capture video.

You'll probably have to buy a TV tuner/video capture card or external USB video capture device.

The ATSC over-the-air HDTV tuners you buy for PCs would do the same thing as the TV tuner that's in an LCD HDTV. Both are designed to receive over-the-air broadcast HDTV signal from your local television staitons, and both require you to hook up an ATSC HDTV antenna in your house.

If you already have digital HD cable TV service (or satellite or Fios), I wouldn't even bother. If your computer monitor is HDCP-compliant, you can simply connect the digital HD cable box directly to your monitor's DVI or HDMI input and use it as a TV (the cable box acts as a tuner and the monitor merely displays what the cable box tells it to display).

If you have a broadband internet connection you can see some TV shows on the internet without a tuner. A tuner would let you watch TV programs on the air.

As its name implies, this Slimline desktop emphasizes compactness. The glossy black case matches the look of other HP PCs--like the recent Pavilion P6130f and Pavilion Elite E9120f --but the system's single optical drive (occupied by a Blu-ray drive) is oriented vertically, and the other optical bays included in most Pavilion designs are absent. The system's single, filled hard drive bay hides behind a side-facing fan toward the front of the case, suggesting that future upgrades won't be easy.

Four USB ports on the back of the S5160f provide the system's primary connection options. The integrated 7.1 surround sound, S/PDIF coaxial output, and HDMI port (on the discrete nVidia GeForce G210 graphics board) are positives, but HP includes10/100 ethernet (instead of gigabit ethernet) for wired network connections. No other connection option--like FireWire 400 or eSATA--is available for external devices. On the front of the case you'll find only two USB ports and one multiformat card reader.

The system we tested came with a generic two-button mouse. The keyboard had a standard layout with three extra buttons for changing your system's volume on the fly. HP threw in a remote control, too, for fussing with the S5160f from afar. It's a nice afterthought, though hardly a perfect match for the system's integrated TV tuner.

If you are especially interested in watching movies and TV on your PC, HP's Pavilion Slimline S5160F might catch your eye. The system's Blu-Ray player, TV tuner, and HDMI output make it feel more like a media center PC than like a true desktop. But its lack of external connections and mediocre networking support may limit its abilities in a living room. Faster, more feature-packed competing systems like the Acer Veriton X270 ($500 as of August 23, 2009) offer much more room to work and grow with.
